40-Year-Old Man Arrested On Suspicion of Filming Teenaged Female Track Athlete in Tights

A 40-year-old man has been arrested on suspicion of recording voyeuristic smart phone video of a teenaged girl in competition tights at a track and field meet. Kentaro Tsuchiya, 40, a company worker in Ichinomiya-cho, Fuefuki, was charged with trespassing and violating Yamanashi prefecture's ordinance against committing acts of public nuisance.

Tsuchiya is suspected of entering the track and field stadium at Kose Sports Park in Kofu on April 9, the date of a time trial meet held at the stadium by the Yamanashi Athletics Association, for the purpose of surreptitiously filming the girl, who was waiting near the track for her event wearing racing tights. According to investigators, Tsuchiya admitted the allegations. Police are investigating potential additional charges.

The Yamanashi Athletics Association said that Tsuchiya had applied to shoot video and pictures in an area requiring an official photography credential. In response to the events the YAA said it planned to increase security patrols during future meets.
